Sec. 29-453b. Bleeding control trainer qualification program. Bleeding control training. (a) The Department of Emergency Services and Public Protection may administer a bleeding control trainer qualification program in each district department of health formed pursuant to section 19a-241. If the department administers such trainer qualification program, such trainer qualification program shall (1) utilize a training model developed by a nonprofit organization that specializes in bleeding control, as amended from time to time, and (2) provide qualification in bleeding control training to allow participants who successfully complete such program to provide bleeding control training to other individuals.
(b) If the department administers the trainer qualification program pursuant to subsection (a) of this section, the director of health for each district department of health shall determine the eligibility criteria for participation in such program, and participants shall be members of the following groups within such district: (1) Employees of such health department, (2) employees of youth service bureaus, (3) school employees, as defined in section 10-221o, (4) employees and volunteers of youth-serving organizations, (5) employees and volunteers of operators of youth athletic activities, as defined in section 21a-432, (6) employees of municipal social service agencies, (7) members of paid municipal or volunteer fire departments, (8) members of local police departments, (9) any other municipal employees, and (10) members of local and regional boards of education. The trainer qualification program may be included as part of an in-service training program for school employees provided pursuant to section 10-220a.
(c) Any individual who is currently qualified as a bleeding control trainer through the trainer qualification program administered pursuant to subsection (a) of this section may provide bleeding control training to any member of the public.
(d) The Department of Emergency Services and Public Protection may partner with a nonprofit organization that specializes in bleeding control to carry out the provisions of this section.
(e) No fee shall be charged to any individual or member of the public for participating in (1) any trainer qualification program administered pursuant to subsection (a) of this section, or (2) a bleeding control training provided pursuant to subsection (c) of this section.
